Two points come up in your discussion that should be clarified.
The event that pretty much precipitated this whole blockade thing was the fact that the MF band has put a whole bunch of effort into building an airstrip on site that was the precursor to them establishing a transportation hub in the area from which they could extract revenue and provide ever increasing services. This has to date been denied by Government agencies that will not issue a permit for this airstrip.
It would be relatively easy (although expensive) for NOT to circumvent this blockade and continue working with what they have. They have opted to respect this blockade and support their efforts with the idea that it will ease their efforts in the future.
I would opine that if the Government agencies suddenly decided to issue this permit that all the rest of the problems could be swept aside with committments to work on them, and we could be back in business within days.
