Something written like it is seems like obfuscation. To make obscure. So, I read it as the opposite to what it appears. I don't think it relates to those that tendered shares to NOT, as at first read. I think it relates to those who had promised (mild word) to tender to NOT, and did NOT. We are tanking on low volume.
