I was talking to JJ when you asked the question so I asked her. She said he was talking about infrastructure and trade-offs of using roads vs rail vs hoverbarges vs ?. They will be comparing the different means of getting the ore out including combinations of ways like hoverbarging to a new rail for example. They are very conscious of the ecological foot print a road or rail up there would do and wish to minimize this but at this point, everything is on the table.

For the record though, there is no share for service or other building contracts at this time.
