The highway North to Armstrong has just been paved a few years ago. Til then 50 klicks south of Armstrong turned to gravel road. So forget about a paved highway for now. Lets get a road in first.

As for me knowing the cost. I don't. There are many engineers and professionals on the forum who could give you a pretty good estimation of cost.
