Question regarding Major accumulating shares..

Good day folks.

If a major was accumulating shares could they accumulate enough (providing they could get the majority of shares) to take over NOT just as Russeau tried to do? What is really stopping them from doing this instead of a buyout, especially at rock bottom prices like these? If so (speculating), then how would that affect other shareholders such as retail and institutional.

Without knowing too much on the subject I would think that the value of NOT would skyrocket.
