That is one of the reasons I went to Credential Direct (which appears as Canaccord on the broker list).

Commision flat rate is $19 or 1%, up to a maximum of $250. There are incentives that automatically kick in to lower commisions to $9.95, but I don't recall what they are. You get a host of other features, including TA and level 2 at no cost .

I moved over from CIBC in March, and have no complaints.
