What is facinating is that the US mint has apparently cut off selling Gold Eagle and Buffalos through dealers.

Tulving does offer some american eagles but they cannot specify the year you will receive, so this means that what they are offering are not new but from existing inventory.

Does this mean the US mint is out of any large inventory of gold coins or that they simply want to hang onto their gold?

Yes, you can still buy a buffalo coin from the mint, but only if you are willing to pay over $1,000 for it - these single coin orders come nicely wrapped in a gift box with ribbon.

Also interesting is the fact that the mint makes no announcement that they have stopped making gold coin sales available through dealers, we find this fact out only through the dealers themselves.

On the us mint site it continues to say:

American Buffalo Gold Bullion Coins are available at many coin and precious metals dealers as well as many brokerage houses and participating banks. Pricing for precious metal investment coins typically depends on the market price of the metal. Click here to locate a dealer.

So this is either simply very poor business practice on the part of the mint or something is quite wrong with this picture.
