Don, I agree" and would add for comment:

"The government will cover costs anyway and the funds will come from multiple departments"

I have been feeling for some time that an expanded or new port + rail link somewhere on HBay/James Bay to the "greater ROF area" would provide Artic security/military installation/mining shipping/rail infastructure via NW passage; and form basis for backing up government sovereignty actions in near future. Not to mention northern jobs, as pointed out.
