How about the fact that the ITC folks are human? You actually expect them to get all excited by a due date falling on a Friday before a three-day weekend?

Personally, I'm not a bit surprised, and suspect all attention was directed to how they were going to spend their paid time off. And I won't be surprised if we hear nothing tomorrow, because tomorrow will be spent talking about what they did over the weekend, and how they did in football pools, those great plays, and those bads calls.

And the ramifications to them for this "failure"? "Naughty boys! (and girls)", followed by "How did your teams do?". And the handy excuse? Gov't shutdown.
