At the very least could we write a joint shareholder letter to Cliff telling him how important this is to us and what we expect as far as responsibilities to the shareholders, effort and communication? In a positive encouraging manner...

I agree at this very point best to see how the ITC plays out and if we win to see if there will be a PR campaign as promised.

But this letter would be of 2 fold purpose...first be for the common good to rally behind this guy and get a better line of communication...

But second..if he does duck out he will get the hint that we are putting him on notice from this point on..in a subtle but understandable manner....
