Both parties knew that within 14 days of the first payment, the Initial ID will be available but not the Final ID that need an appeal. The question is : why we agree to use the initial ID for settling the second payment? What's the logic? Do you see the possibility that there is a non-published ruling on infringment in Initial ID?
