No it doesn't. 5 times in the entire history of the ITC is an extremely small number.

However, the reason I took issue with your statement is primarily your suggestion that "politics' plays a role in the Presidential review. I beg to differ on that. It is "policy" that impacts any decision. The President doesn't just decide to go against the ITC w/o a "policy" rationale. Personal dislike of trolls is not an official policy, imo.
