Well like Ron said. Sometimes words might not mean what we think they do, but until there is clarification of what is meant by the above, I could understand people being cautious about what is said in any pr.

Perhaps "complete" is the wrong choice of words to convey what the Judge wanted to convey. I understand "complete" could mean many different things. But that is exactly the problem, imo.
