Your editorial license aside (hard for me to complain too much because if I weren't a Steelers fan I'd likely be a Packers fan), I think they've been complicit in order to hide and minimize their liability. Whether that liability stems from being duped becuase of their incompetence, or whether it was done with a wink and a nod is a question only they can answer, but neither option is very flattering.
