In looking at past extensions of time that were granted, it appears that the court labels them as Stipulated Extensions of Time when that is the case. Otherwise just Granted Extension of Time. Stipulated, meaning both agreed, and Granted meaning TPL applied for it and showed good cause.

The current extension was Granted, meaning TPL provided good cause to the Court. Go here for list of good cause reasons.
