"At least" I suspect, acknowledges that these people may not be qualified and know how to run a company. And, just because they might be addressing shareholder concerns, it does not necessarily follow that the company will prosper. And, if the well-being of the company does not come before shareholder concerns, their actions could well be detrimental.
But that is just my take on "At least." If the "At least" means something else, perhaps you can clarify the meaning.
