From my experience in large corporations, this is good news.
Some might regard this forwarding of an email as a way to simply pass the buck and wash their hands of the issue. But I found that in practice such a forwarded email gets extra attention. In large corporations I found that staff (of executives) often follows up on their forwarded emails to see if the issue has been resolved. This fact brings with such forwarded emails an extra sense of urgency.
Let's hope it works that way in this case.
