I don't see anything ambiguous with the word owner. You either are are aren't. Can you think of a situation where you can be both?

I do believe it is Moore's contention that only certain rights were accorded TPL. Ownership never changed hands. Yet you believe that ownership was transferred (conditionally). Interesting.
