I would hope if the examiner has the "insight' to issue a preliminary denial and was assigned the task of making crucial decisons on this patent, that he had better know what he's talking about and the repercussions of his actions...in that regard, that's why. before a certificate of rexamination or a final rejection is issued. the examiner and his supervisor and an expert in this field gather in a committee review to insure that any decision that is made, has substance behind it.
