I'm a little late responding to this post, but when I pressed ETrade for a reason for the restricted trading - buys and sells - I was told that  the restriction was put in place due to a possible symbol change occuring, and they need the extra check and balance to make sure trades are handled correctly.

May be nothing to it  - just an excuse, but that's what I was told.
