I did catch that open ended statement in the discussion. (i.e. increasing fees)
I was thinking this scenario could be one way to do it without wiping out the rest of the infringers financially.
Pay a one time fee now, if you can't, (or just WONT) pay now, and for the next XX years.
I suppose it would help any future legal cases to assert the validity of any future patent enforcement as well... to have a record that shows ongoing 'royalty payments' to their patent.
