Apologies in advance, but your ignorance is showing. Yes, there is a lot of competition for most defense contracts, unless you're sole source. Where possible, all contracts are competitively bid, lowest bidder wins. When you're sole source (the only place they can get the desired tech), the picture changes - completely.
As for "they haven't bought it yet, so why would they now"; again your ignorance shows. Priorities are set and adusted at least annually, and it's controlled by Congress, not the Pres. Programs in progress may be cancelled, and new/different programs initiated.
I'm sparing you all the details, but best not try to speak with authority about things you don't know about.
I suspect you're thinking along the lines of Haliburten. In times of war/critical need, the rules are altered (and things get real messed up). But generally speaking, the DoD follows the regs of the Federal Acquisition Regulation (FAR), and all Government Contracting Officers and all defense contractors must comply with those regs.
