IMO - all uncertainties must be gone and business must be booming (i.e. frequent signings with no end in sight) in order for this stock to take off. 

As you've stated, investors aren't going to invest heavily in a penny stock that declines on good news and institutional investors won't touch this with a ten foot pole (yet). 

 I personally would not recommend this stock to anyone because it's too risky and requires a lot of patience (pun intended) that most people don't have. 

 We may have to wait until January - hoplefully the case will be settled out of court in the near future.
