Whaler, that is what I think is happening. I have been checking for insider trading, and the absence suggests that they cannot buy or sell at the moment.
That said, having owned stock of Nortel and Laidlaw when the corrupt bastards running those companies cashed in by selling before bad news was released, I am not 100% confident in what insider reports tell us.
