Producing Mines and "state-of-the-art" Mill

"developing a sulphide nickel mine ranges from US$12 to US$16 per pound, while laterite deposits can cost twice as much"
I wonder if that includes total development and production costs. It seems a bit high, however... I expect Liberty should land in the $6-$8/lb range with all costs in (acquisition, exploration, development, mining and milling) and the types of mines we are having to build are not the cheap types either, especially with the smaller reserves of nickel... these big open pit behemoths are certainly cheaper on a per pound basis.
Is Voisey's Bay laterite or sulphide? They are estimating about 5 BILLION pounds of nickel. Yikes.
