Beyond that, I cannot find anything else. Does anyone know where there is further information? In particular I am wondering:

1. What is the criteria for becoming a hub leader?

2. Is there only one hub leader, or can there be a number of them?

3. What are the specific responsibilities/authorities?

4. Who monitors whether a hub leader is meeting those responsibilities, and is employing his/her authorities responsibly?

5. What happens if the responsibilities are not met and authorities not used properly?
