If they release the Deloitte Report we'd have a better idea of what the govt intends with road access. Which is porbably why they haven't released it. Commercial advantage might be gained by knowing the recommendations well in advance of construction. Then there is the $700+ million study by the area F.N.s which probably will include some input from that Deloitte work, and must be given considerable weight in decision making.
