Sounds very much like that Deloitte Report. Also, very much like that nice esker line that 'goes up to' the ROF.
As you might expect, no mention of KWG, though to be fair he only waffles in very general terms and doesn't name any other companies.
It would clarify things tremendously if they would release that Report, so we could have some idea of what they might try to do.
He goes on to say that "it’s not simply about building a corridor to a mine site. This is about having the opportunity to open up the north, to have community access to First Nations" which points directly at road building, and "mine site" ( singular) is directed at NOT and the road they want built running west- east, which will also provide road access to Webeque and possibly others. He knows he can't build a road that serves just one of those isolated little pockets of humanity, but has to do something for as many communities as possible.
