I don't think the patent process can be shown to be commercially viable until bulk samples can be brought out of the Ring. So they may be forced to wait for the road to be built to finalize that part of the process. Of course, other steps in the patent process can probably happen in the meantime. A bit part of the patent process is waiting for the patent office to study an application. In other words, hurry up and wait.
