thanks for your clarification. That would be a devious way to conduct a negotiation, but this is quite possible, the same bulling tactic.

The best way to avoid all this non sense would be for the governments to step in. If they consider that CLF proposal has some merit then both sides should sit down and negotiate in good faith, under the watchful eyes of the governments. The governments may entertain other proposals, if other majors are willing to step up the plate.

I don't think that the governments, especially the Fed, would allow CLF to put the entire development of the North in jeopardy. There are bigger entities around if the government incentives are attractive enough.

By the way, there are talk about an appeal could tie up the development of RoF for years (5 years?). But, if CLF ground for the appeal has no merit, as determined by a screening process by the court, then the appeal could be thrown out in no time? I am no lawyer, but this would be a common sense way to streamline legal proceedings.
