Who received or not the eviction notice is a matter of location. The FN Group who issued the notice does not have direct traditional land in the RoF. Their lands are adjacent only to planned access roads, and as you say, the goal is propably to get a seat - or have a say - at the negos. (Note that Webequie and Marten Falls are not part of the eviction group...)

DDI does not have claims inside or touching the opposition group territory as I understand, and this is why they did not received the notice. BOL did not either for the same reason...
