KWG didn't even have to make a public announcement on that. I think they made it only to spill some molasses on Cliffs gameboard. Look at the lenght of their 'forward-looking statements'! If this NR was not for strategical (or tactictical) purposes, they would not have made it. Think of it. Is it a 'News'? Not really. "Hey, there! I'm not tendering my shares, do you?" It's a no-statement, but the word is passed. Like the withdrawn NR Valuations: "Hey, there! Cormacks think we are worth 30 cents, what do you think?"
