The answer you seek is actually in the quote :

So yes, a 50 tonnes per year reactor is the minimum size required to achieve the optimum positive purity correlation... that we have started to mention in our November 1, 2017, release…
So after studies and tests, PyroGenesis engineers have come to the conclusion that we need a minimum 50 tonnes per year capacity to reach the target 90% production yield threshold... And what that implies is that above 50 TPA capacities, the positive correlation between production yield, and purity is stable so we gain nothing in that regard with a larger size plant.
So the answer is no we do need to have 4 - 50 TPA reactors to reach the 200 TPA. At this time we have not yet fully estimated was is the optimum size of a commercial reactor, but primary models are that the capacity could easily exceed the 2,000 TPA threshold…
