A couple of the major banks hold massive short positions in silver.

Impossible to cover without driving the silver to the moon.

How to get out of it?

Suddenly discover that there is zero silver in the ETF's

Big scandal ensues.

Everybody dumps their ETF's at huge loss.

Banks scoop them up for almost nothing and cover their shorts at huge profits.

Problem solved.
