You can earn activity points by filling your profile with information about yourself (what city you live in, your favorite team, blogs etc.)
I don't know if they will ever find a way to prevent anyone from joining or rejoining over and over, but a simple fix to this voting issue vs a labor intensive one by one review of accounts can certainly be fixed implimenting the Nov 10, 2010 suggestion.
