I believe that a President can remove a post, but cannot ban a poster (e.g., by blocking email IP addresses). If prefer people to 'self-censor'; but if push comes to shove, then actions like profanity and 'bad-mouthing' (e.g., calling somebody a 'fool') need to be dealt with. In fact, given the number of posts per day on the Noront board, it probably will be a good idea to post Agoracom's Six Rules once a month. People get caught up in things, take posts personally, and forget that they're mature adults.
Unfortunately, I can not (and will not) police the NOT board 24 hours a day, nor do I read every post - just like yourself. We know who the really good posters are (generally with double digits 'thumbs up'). At the same time, we also become aware of the 'fly off the handle' and surly-mouthed types. So they can be watched.
