What I don't understand is if Peter was turning offers down, then why do they have to go looking for people to participate. What am I missing here?

We don´t know if Peter really has turned offers down.

You have to be careful what is said on these boards, because just a week ago, we were "told", that Peter "said no to a PP" and although money is being thrown at him, "he doesnt want to dilute the shares further".

Bang ! Not even a week later, we have another big sub-$1-PP !

So I would be careful with thinking, that now big money will rush in because they couldn´t get in on the PP and because they have to buy on the open market ... swoosh.... we are at $1.50 in the blink of an eye ! NOT very likely !
