Novartis tried to do just that with Nestles the 90% majority holder of Alcon (US company), basing it on some Swiss merger precident. In a nutshell, minority Alcon owners fought and settled for near the same. So it may not be exactly illegal, so much as it doesn't work. Hard to substantiate differing share value for differing owners and real easy for minority share holders to demonstrate and calculate resulting financial loss to a court. Novatis couldn't.

Any other type of inducement would have to be extremely covert or really complicated I guess. But it should be traceable because it always needs to end up on some taxpayers return as income and if it doesn't then that's illegal and another matter entirely.
