I find that ridiculous. Why would anyone with a rating lower than 3.7 not be allowed to be a hub leader? I myself have been nominated to be hub leader as well but with a rating 3.4 that would not be allowed either. People may not always agree with one's postings, but that doesn't mean that person cannot be a good hub leader. Agoracom should at least make sure users with the same IP cannot give the same person negative kudos.
