The auction process won't be stopped. Not only would Judge Starke not allow it, the courts have judicial independence.  The Executive Branch can't stop what happens in any court.  All they can do at this point is stop the actual sale/transfer by preventing OFAC from issuing licenses to the buyer(s). 

OFAC would also have to approve payments from any deal made between Venezuela and its creditors.
