This goes under the heading that a little knowledge can confuse those who can't or don't want to understand.
You do understand that Argentina is a totally different situation -- they have no significant overseas assets of any consequence since they are not an oil or mineral exporter?
Moreover, our arbitration is governed by the Additional Facility Rules, and there is no counterpart to Art. 54 of the main convention. None of the main convention rules apply, only the Additional Facility Rules that govern "proceedings between States and foreign nationals which fall outside the scope of the Convention."
