If you are correct then do you assume that this is the end of the world bank, ICSID and treaties between countries?
It would seem to me that if these judgements aren't enforceable the whole system would collapse. VZ, Ecuador, Boliva, etc. can say what they want about not paying any awards. If the system stays in place there will always be a path to collection. As you indicate it may not be easy to collect but it also doesn't mean it won't be collected.
