I don't believe there is a way (no expert here). You just choose not to buy them unless they are at a ridiculously high interest rate, which they already have been.

Hate to say it, if you own US municipal bonds, you might consider selling them, certain ones anyway. Or you can be the good patriot and hold till the bitter end...
