Bid/ask sizes are blocks, or individual shares?

Also, it seems to me that the running trade charts never seem to justify the shares traded number. Up to the moment it states 326K were traded but at no time does the chart indicate much more than 20K, and only a couple times.

Even if they are blocks, who would fool with such small numbers on a 16¢ Stock?
