It is still possible that Mibam allowed for the MOC transfer and permit, informed the CVG on Friday, and the CVG informed KRY. It could be as simple as awaiting the gaceta news to break at which point the press release is ready to go, a press release that the Chinese okay'd this weekend. This could be one possibility.
