imo hugo's not allowing the appointed US ambassador to come to caracas because he knows washington will be under pressure to throw out the ven ambasador...effectively breaking diplomatic relations with the US...

2. have the NA legally grant "dictatorial powers" and nullify the opposition

2. position military for possible uprising and seperate into many disricts to limit coup attempts

3. break diplomatic ties with those "medling americans" limiting international involvement and access to information
