That single point in Roy's response--Venezuela's love affair with unions and Chinese disdain--jumped out at me as very important. I think it can be overcome in putting the JV together, but it might help explain the delay.

I would agree this could be a problem if the Chinese weren't already involved in other JV projects with VZ. If they are able to work with VZ for other projects why would this one be different?
