Pam, excellent work, bringing Roy's statement to the forum.

Years ago I researched and published an article about offshoring American jobs to China. Roy is correct about the Chinese opposition to labor unions; cheap labor is a huge advantage, probably the single most important factor is American offshoring.

That single point in Roy's response--Venezuela's love affair with unions and Chinese disdain--jumped out at me as very important. I think it can be overcome in putting the JV together, but it might help explain the delay.
