The last couple of sentences in this article from the MIBAM website seem to suggest that they are referring to large companies/players. I'm feeling that all this talk of changing/transforming the way that VZ deals with mining, means that they are wanting to change the terms of the MOC.
Because it will be changing hands, they may very be legally allowed to.......not that that would make any difference.
