Yes they would but I don't think you will see anything happening wrt to LB until after LC is cleared up and moving forward. Nothing in the current LC situation even remotley points to LB except proximity. The offshore JV can do whatever it wants to do after the fact as long as VZ is willing to work with them and I am sure they will but, the arbitration issue w/LB has to go ba-bye first IMO.
